Yes, Beorn's original followers would have all (or nearly all) been Woodmen or folk of the Anduin Vales. Likewise, the people who rebuilt Dale under Bard came from Lake-town and the surrounding regions, and were probably largely descended from the original Men of Dale.

This clears things up for me... thanks all. Was really not trying to look for loopholes in character creation or anything.

Never thought you were looking to "nerf" the system.

I think the player's best bet is to try and *become* a Beorning in game.

Open Beorn's house as a Sanctuary.
Gain Beorn as a Patron.
Earn Status amongst the Beornings.

Then - petition to join them.

The "Kinstrife" adventure in Wilderland Adventures would be a great way to earn Status, and possibly even enough to earn the right to request to join them.

Does the player-hero want to marry a Beorning and settle among them? Is the character disenchanted with his (?) own culture? What is the motive for wanting to become a Beorning?

I would allow the character to retain any Cultural Virtues obtained up to this time, but upon acceptance into to Beornings any new Cultural Virtues should be chosen from the Beorning list.
