Associations.

I am a little confused on the subject of Associations and party make up. Is it assumed that all PCs will be from the same Association, or can you mix them up (ie have one from the Aetheric Branch and another from a private detection agency)?

The former.

Associations help players focus when designing their adventurers. Victoriana casts a wide net on the types of adventures you can run but we assume that any particular campaign would be more narrowly tailoured. An Association is the relationship amongst the adventurers as well as their connection to that campaign. It highlights what skills and build options are useful to the type of campaign being run.

What an association is not is a straightjacket. It's simply a tool and the suggested spends are optional. And if none of the Associations fits for your particular campaign you can always create a new one or even do without Associations entirely.

One other thing I should have mentioned - you certainly could have members of different Associations working together within a single campaign if your scope allows it. A member of the Havering Household could also be a Macer - it's up to you to decide which Association is 'prime' for the campaign.
