Rich, have you considered including any potential Patrons who have not received write-ups yet in TOR? I was thinking along the lines of Galadriel and Celeborn, Ecthelion II, Círdan the Shipwright, etc.? Or do you have a strong preference to wait until they've been formally introduced?

Not especially, the decisions I take are generally based on my campaign, and the players', needs. They're still very Wilderland-centric so the focus is there with a little over spill around the edges, so to speak. I've therefore not needed to introduce any of those you mentioned as Patrons so I just haven't done them; I think it'd be fairly straightforward to come up with them - the real trick is to make the Boons varied enough in order to make them feel distinct.

Thanks for the reply, Rich. For myself, I've written up Círdan in the Grey Havens and Dís at Erebor's Embassy in the Blue Mountains (formerly the Halls of Thorin Oakenshield) as possible Patrons in the House Rules forum as parts of my "TOR Guide" posts, though I haven't suggested potential Boons they might grant.

I created these for the Lady Gilraen as a patron. They were included at the end of the Shadows over Amon Nyrn adventure in Other Minds #17.

Lady Gilraen as a potential Patron

The potential is also here for the Lady Gilraen to be taken as a Patron. Although she is not as powerful a patron as Lord Elrond or others, the patronage of Lady Gilraen is not to be scoffed at. As mother of the Chieftain, she has considerable influence among the Dúnedain and counts a number of veteran Rangers among her household. The requirements for and benefits of her Patronage are as follows. Adventures that involving her patronage would normally revolve around ensuring that the Secret legacy of the Rangers is not revealed to the world in general or protecting such folk as remain in Eriador from the forces of the Shadow.

Lady Gilraen

Requirements: Wisdom 3 or Standing 1 (Ranger of the North or Elf of Rivendell)

Resources: Direct Assistance, Information, Sigils

Direct Assistance

This assistance would normally be limited to a Ranger of her household, assigned to carry out a specific task on behalf of those under her patronage. Where necessity requires it and if time permits, a company of Rangers might be despatched. This company might be of any size from several Rangers to, very rarely, a dozen or more. A Fellowship is likely to find that they are the Direct Assistance that Lady Gilraen provides to others who share her patronage

Information

The Rangers of the North are vigilant and little escapes their notice. Information from Lady Gilraen might well consist of tidbits gathered by these observant wanderers and reported to her at Rivendell.
She is the birth mother of Lord Elrond's foster son. There is no reason to believe that relations between the two are anything but cordial, at least until after Aragorn and Arwen pledge their troth to one another. Lady Gilraen might also be able to obtain Lore from the Master of Rivendell and the various Elf Loremaster's who also live at the Last Homely House.

Sigils

The Rangers of the North are a secretive folk and there are few non Dúnedain who know much of their origins and legacy. Those who are accepted in friendship by the Dúnedain are taught phrases and gestures that will reveal them as such to Rangers they have not previously encountered.

Are there any reason why patrons have to be known powerful beings?
How about a loyal friend who always will give the companions a room at his inn and free meals? Is that a patron?

The Innkeeper of the Prancing Pony can be taken as a Patron.

I guess, as long as you define their limitations and the characters know what it reasonable to expect from their Patronage, then anyone of any standing in a community might serve as a Patron. I’m not sure that there’s any limitation on the number of Patrons that a Fellowship might have. Thus having Butterburr and Elrond as Patrons seems reasonable to me.

That's the real trick/challenge; still providing different enough Boons for each Patron as their potential number increases.

I would use them as hook in an intrigue or to give incitation to PC, even little artifact.
