I'm not sure, but I was thinking of simply describing being in its presence as uplifting and that if you spend some time bathed in its light it will remove a level of exhaustion.

AiME version can be found in the mirkwood campaign book. Only pdf available atm

Does all this back story imply that the other lamp is still in Dol Guldur?

It is an intriguing possibility, though I would think that if that had been the case then the White Council might have found it after Sauron fled back to Mordor--unless he took it with him.
