is it stated anywhere at what rate Willpower points regernerate? I didn´t find anything?

You find in various points in the Kai Wisdom manual and in the Heroes of Magnamund.
The regeneration normally is 4 points after a good night sleep (in alternative of Endurance Points: in our campaign I give the possibility of dividing the regen half willpower/half Endurance).
Some roles (brotherhood, Kai, etc..) have the 10-minutes rest possibility to gain 1 willpower (max 6 a day).

Exactly as Fly stated, but here is the exact quote from the Book of Kai Training, Page 45. 
"WILLPOWER is regained by meditation and rest. You can
meditate for up to six 10-minute periods every day.
Every 10 minute period spent meditating restores 1 WILLPOWER point.
A restful night’s sleep recovers 4 WILLPOWER points. A night of
troubled or interrupted sleep might return less than this or none
at all, at the Narrator’s discretion."
Other classes such as the the Vakeros Warrior-Mage can have an ability like 'Will Stealer' that gives them the chance to steal willpower from enemies.

The only addendum I'd make to that is that for non-kai lords, I'd replace the word meditate in the following sentence with something more thematic and similarly distracting"You can meditate for up to six 10-minute periods every day"
Eg Prayer/Study/Eating/Punching stuff!
