Fun Fact #247: The Benthic Treaty of the Azores, concluded in 1954 between humanity and the subaquatic ancient race called BLUE HADES, hit an unexpected glitch just before the signing ceremony. The chief of the BLUE HADES delegation insisted that, rather than requiring the signatures of the diplomatic representatives, the treaty needed to be signed by every living being present on board HMS Eagle, and he/it absolutely put his/its flipper down. As a result, the final page of the original document is as crammed with overlapping signatures as an office "get well" card. It displays signatures or identifying personal marks from five BLUE HADES, nineteen international diplomats , one hundred thirty one Royal Navy officers and crew, and one paw-print belonging to Tucker, the ship's cat.

In the 58 years since the signing of the treaty, all but four of the original human signatories have died. The BLUE HADES diplomats, being practically immortal, are, of course, still out there somewhere. Tucker the Cat mysteriously jumped ship as soon as HMS Eagle returned to Portsmouth - his fate is unknown to this day.

What happens when BLUE HADES, for reasons known only to themselves, demand a gathering of all the signatories - corpses included?

Either go with an alternate reality dimensional gate, creation of a timeloop or the summoning of a lot of ghosts.
I think the laundry would go with the last one, which could mean that players were to suddenly headhunt a lot of more or less known mediums, some who've had bad experiences with laundry and won't go voluntarily. (This last option could also be part of the deep one's plan. They need some of the dead or the mediums)

Well, when the crew, officers, and diplomats were read in, didn't they sign the standard NDA with the Perpetuity rider? Their not dead, they're Residual Human Resources.

Just because you're Sectioned under Part III of the OSA doesn't make you part of the Laundry and thus subject to the corpse-rider clause of your employment contract. In fact, the organization was for a long time a pretty small body, with a correspondingly meager budget (and thus a severe disinclination to induct people willy-nilly).

Plus, 1954 was close enough to "Their Finest Hour" that most of the active officers were veterans of the Second World War - and were doubly disinclined to dilute their faltering esprit de corps by Hoovering up a bunch of matelots just because they happened to be bystanders.
