Only 4%of Autopsies Done On Suicides In Japan

I was reading an article about organized crime killing in Japan and it mentioned that currently in Japan only 4% of autopsies are done on suicides in Japan and that most organized criminals will make make it appear the victim died via suicide.

The article also refereed to a 2010 that talked about autopsies in Japan.

So I was thinking that that a lot of deaths caused by yokai, etc. in the Kuro setting could be erroneously described as being a suicide and that finding out the real cause of death for a person in an adventure could be interesting when the majority of people and the police are just saying it is a suicide.

Perhaps a person was murdered and the police dismissed it as a suicide. The victim is now a vengeful spirit targeting the police and members of a criminal organization.

Did the article state reasons why this is occurring? Is it because the Police have written it off and don't think an autopsy is necessary. Or, is it because the next of kin have requested one not be done? Overall this seems very odd to me.
