The problem with this it effects Bonus points, as they are tied to low stats, and with your system, you could only generate one. Perhaps you could do it like this: 1 Bonus point: Allocate 15 points to CS, WP and END, spending up to 9 in any one. 2 Bonus Points: Allocate 12 points to CS, WP and END, ...

Marvels do have a slightly different format in 3rd ed, so I am not quite sure how you work out Build points etc, but I do like the flexibility the 2nd ed brought to creating literally anything. Perhaps the build cost should be based on the black die penalty, maybe 1 BP per 3 black dice?

Are the second edition martial arts rules from Jewel of the Empire compatible with 3rd ed? I know there are some martial arts type talents, such as pugilist, iron grip or weapon master, but perhaps the other martial arts abilities could also be built as talents. If it's still allowed it becomes very powerful because a player would get to roll double their Dodge pool against any attacks made to them, without having to split it against...
