You really don't need a bunch of monsters to use for Laundry scenarios. Many of the archetypical major Lovecraftian monster are classed as Level Four+ Exonomes and generally outside the capabilities of most Laundry operatives. It seems to me you aren't doing something right. If the mission is a 25 budget mission and the players aren't spending it to turn failed Requisitions into passes then they should have next to no equipment. I can't see Harry the Horse letting them run through the requests until they get something or ...
