I rather think that this falls under some sort of Public - Private Partnership Initiative in the form of ensuring value for money as proposed by the Blair government.

Currently Roll20 seems to be having ongoing issues with connectivity hence the need for alternative voice channels. It's because Google dropped integration with Hangouts for third parties forcing Roll20 to use alternative methods of voice and video comms that haven't proved ideal so far.

I suggest reading Charlie Stross' books for background and then reading through the rules. The rules work just the same as something like Call of Cthulhu (both based on Basic Roleplaying/Runequest 2). You'll need at least someone to run the game and a couple of players as well. There are a few ways of running games online. Roll20, Hangouts/Skype and Google docs and Fantasy Grounds. Put things that you have written up as PWYW on DTRPG/RPGNow and gauge the response from the number of downloads. If (as I believe) Patriot Games is part of the Bits and Mortar programme then they should have given you access to the pdf. Ask them for a link to download the pdf.

AFAIK there are no other forums for discussing the One Ring or AiME game systems specifically. Odd threads do turn up on other forums from time to time but nothing substantive.

Anyone with the pdfs of the maps can print them to a printer or pdf and chose the greyscale option (if available on their printer) so probably wouldn't need to get someone else to convert them for them.
