I read it the other way. As in the character is considered to be Wounded, and if he were poisoned again it would be the same as if he were wounded again. Poison attacks bypass a Protection test whereas to be Wounded twice takes two failed tests. Personally, I wouldn't go with letting two Poison att...

The other interpretation seems awfully silly to me, and is open for all sorts of PC abuse. (" I'm already poisoned, so let me charge through the nest of Spiders! So in light of this passage, if you give the Goblins in question a “merciful death” why should you accrue any Shadow Points? It depends if you think giving something a Merciful Death (and that needs defining/agreeing from person to person) should/shouldn't award Shadow. So, what is a merciful death...

Back on topic: Dol Amroth would make for a terrific Sanctuary. I think you could bring in a lot of the concepts of high romance into TOR using Dol Amroth as the funnel. Even if they don't go full plate (there I mentioned it too) they still have knights there and I'd like to see them being culturall...
