You could house rule the Adept Artificer, Eureka, Greasy Thumbs, and They Thought You Were Mad! Talents so they can be taken multiple times. This would give some mechanical differences between Sparks, and an obvious progression of power. It gives Sparks a hug advantage over players not building marv...

This weeks post for Their Finest Hour (Victoriana set during the early days of World War II) is all about period firearms. While fun to write it is incredibly stat heavy. The 1920s would be a terrific choice for Victoriana. There's a lot of material thanks to Call of Cthulhu. Weapon stats would be easy to transfer, and you'd have a great source of adventures. If I might suggest inspiration, the movie book of Eli has a pretty clear cut set of postapocalyptic social classes. Anyone able to flourish enough to be wealthy in that environment should be scary because of what they had to do to rise up.
Take Michal Gambon's character for example.

Fantastic, modern apocalypse is too easy. Always mix something else in. The class system is so much the core of Victoriana. Did you adapt it in any way to reflect the setting or leave the old prejudices intact?

The Victoriana Third Edition Corebook has a pretty terrific chart on page 278 outlining common crimes and their sentences. Included are magical crimes such as Necromancy, and Demonology.
