Oh no, that's incorrect. Your starting fatigue is equal to your war gear enc, and whenever you fail a travel check, you add an amout of fatigue which is equal to your travel gear (and only that). Unlike brothels or drug dens, the inclusion of dice and gambling with dice is not an element that should fundamentally change the feel of a Middle-earth game. That is not to say that we need to have Citadel Guards in Minas Tirith taking part in a high-stakes craps game. It's just another background...
