One quick and easy way to get "ordinary men" for town guards and the like is to take the Mercenary Outlaws or the Brigands from Tales from Wilderland (if you have that book).

Awhile back, the TOR community put together a really helpful document called 'A Guide To Trait Usage'; I'm not sure if the link contained within still works or not, but you can find a thread about it from 'back in the day' that also might give some helpful advice.

I do understand those concerns. Ones where players look to slay everything and then loot the bodies.

My group is quite a veteran one, and they'll treat the characters, world, and subject matter exactly the same in a game of Adventures in Middle-earth as they would in one of The One Ring.
