I think it's a great idea.

But do you then only allow them to use Inspiration for the things listed on the card? Or can they use it like the RAW for any roll they want to?

While I appreciate the sentiment, I can't really claim Moria as my own. It really belongs to the Dwarves (or the Shadow), depending on time frame. ;)

I'm not sure which Nazgul that is, but I don't think it's the Lieutenant of Dol Guldur. I seem to remember a more imposing figure from the TOR books.
