Is it safe to say that task rolls on journeys do not suffer the effects of exhaustion? (Disadvantage on skill checks - 1 level of exhaustion). Nor does journey time? Or, you can do what I propose and do: Use the 'average' Peril rating (per RAW) for Embarkments and Arrivals, but use the ACTUAL Peril rating for the region the event takes place in. That way, events in Mirkwood or the High Pass are always harder, regardless of how easy the rest of the journey is. C...

Yes, they are for Journey Events only. In other cases the LM is setting DC :)
