One thing to remember - when looking at the "levels" of the big guys - is that the data provided is a snapshot in time. The Eafolc are the "Woodmen of Mountain Hall, pg 49 of the Rhovanion Region guide. Sorry, that is incorrect. The éafolc are the River-folk who ply the Anduin and gather and trade at Trader's Island.
