I doubt there would be many legendary weapons that needed to be reforged. A weapon is usually reforged only when necessary- because it is broken or has some sort of flaw that cannot be fixed by some other means. I can see a few problems with this house-rule. First off, it shouldn't be allowed if the hero rolled a Eye of Sauron result. Gandalf might have been speaking literally when he said that rings were "consumed by dragons". Instead of being destroyed by dragon-fire the rings could have been swallowed along with thier wearers while fighting dragons.
