I'd say YES. The One Ring Erebor sourcebook has two undertakings related to that, called something like 'Study with a Dwarf Craftsman' and 'Dwarf-smithing'. I'd allow that. I think that is a fair use of that class ability. Frankly, I think that ability would be underwelming if you didn't allow it for Wondrous Artefacts and Legendary Weapons and Armor.

It seems that the heirloom "Dwarf-wrought Hauberk' should be "Heavy mail' (AC16), that brings the +1 AC to 17. That they call it a 'corslet of mail' seems to be a misnomer, based on the text. You can use the 'Session Based Advancement' from the 5e DMG, and substitute 'Session' with 'Adventuring phase'.
