No signs yet of a book for the Shire. For the time being, if you can't wait then you may have to rely on fan-material (I have an unofficial guide to the Shire in the House Rules forum) and old MERP (and Decipher?) supplements.

The Rivendell region guide for TOR also has rules and write-ups for Undead in general, in addition to Special Abilities for powerful adversaries. If those have not already appeared elsewhere for AiMe then I expect they will be included here as well.

It is an intriguing possibility, though I would think that if that had been the case then the White Council might have found it after Sauron fled back to Mordor--unless he took it with him.
