This IS why the Shire feels this way, but it's a little more complicated. When Tolkien started both The Hobbit and The Lord of the Rings, both stories were explicitly NOT part of Middle-earth. If effectively the band is not a rag-tag bunch of lost souls, it will be very difficult to hold the onslaugh.

If they are really outlaw, for attacking a village they expect it to be a piece of cake with very few or no battle at all.
