Goblin are very prone to flee as soon as possible... They must be really hard pressed to fight when underpowered. They are a bunch of undisciplined brat.

In a RPG game, you must have a tension to made play interesting. In ME, tension is provided by exposure of the work of the ennemy, be it sorcery, 'monster' or moral dilemna. Region of Gondor who matter in TLOTR were Minas Tirith, Ithilien, Rammas Echor, Pelennor Field, and by a lesser degree, ruin of Osgiliath. Really intersting spot in Gondor are Osgiliath, Minas Tirith, Minas Morgul, Ithilien North and South, and the coast as they can be targeted by some raider of Umbar.
