I really don't think there's a wrong answer here, as long as the ruling is logical, fair, and consistently applied. In fact, by applying some hindrances, gaining combat advantages to overcome terrain difficulty becomes more important.

This is excellent stuff, did you ever write it up like you said? Definitely off to check out the rest of these Wild Adventures, they really capture something about the setting very nicely. Lately, I've been wanting to revisit some old Edgar Rice Burroughs novels and I think that the Vortex system would work wonderfully for a game based on his Pellucidar series.

Vortex is also perfect for Indiana Jones. Good luck getting that license.
